Peel potatoes and carrots, wash zucchini and grate everything. Chop onion and bell bell pepper, mix with vegetables in a bowl.
Add eggs, breadcrumbs and oatmeal, season with salt, pepper, marjoram and cumin (ground). Form loaves from the mixture and roll them in breadcrumbs.
Heat olive oil in a frying pan and fry over low heat, turning frequently.
Meanwhile, for the sauce, mix sour cream, yogurt and chives and season with salt and pepper.
Arrange the vegetables on a plate with the chive sauce.

It goes very well with boiled potatoes.
